Jean Monnet Actions run under Erasmus+ to support teaching, learning, research and debates on various aspects of the European Union.
 
 

About

The Jean Monnet Module “EU, Security and Fundamental Rights” (EUSecJuris) is a project co-funded by the European Union in the framework of the Jean Monnet Action of the Erasmus+ Program.

The Module is implemented by Eurasia International University and is an integral part of the Double Degree Master’s Program in Human Rights and Security. The Double Degree Program is run jointly with Tuscia University, Italy (students spend the first year of the academic program at EIU and the second one at Tuscia University).

The academic coordinator of the Module is Dr. Anna Khvorostiankina, Head of the Law Department at EIU.

Project Objectives

The Module aims to explain the EU as a global and regional security and Human Rights actor. For this purpose, the Module introduces the mini-program “EU, Security and Human Rights” consisting of introductory and advanced courses, conducts research and organizes awareness raising activities.

Teaching

The Module includes the following master-level courses:

  • Introduction to EU Law: principles, institutions and decision-making procedures
  • Introduction to EU External Relation Law
  • EU Fundamental Values: Theoretical and Practical Aspects
  • Human Rights, Security and the Principle of Proportionality
  • EU as a Security Actor: Enlargement and ENP Contexts
  • Global Security, Conflict Resolution and Peacebuilding: the Role of the EU


“Learning-by-doing” and further internationalization

The Module further seeks to internationalize students’ experiences and introduce the “learning-by-doing” teaching approach. This will be achieved by organizing the International Student Forum, students’ participation in the Summer Institute and two simulations of the decision-making in EU institutions focused on contemporary security issues and challenges (implemented jointly with Tuscia University).

Wider outreach

As an innovation, students are expected to produce short videos explaining the EU and its role in addressing the main security challenges (globally and regionally, with a specific focus on the EU’s role in conflict resolution in the South Caucasus). Targeting the general public, these video materials will raise awareness about the EU and serve as a public diplomacy initiative. Public awareness will also be raised through the open public lecture series.

Research

Last but not least, the Module fosters research on the role of the EU as a global actor in the EaP region.

About the coordinator

Dr. Anna Khvorostiankina is Head of Law Department at EIU and the academic coordinator of the Double Degree Master Program and the Jean Monnet Module “EUSecJuris”.

She holds a PhD in Legal Theory (Legislation Institute of the Verkhovna Rada of Ukraine, 2012); Master in “Advanced Studies in European and Transnational Law” (University of Trento, Italy, 2006); and LL.M. degree with the focus on law-making theory (National University of Kyiv-Mohyla Academy”, Ukraine, 2005).

She worked for National University of “Kyiv-Mohyla Academy” as Associate Professor at the Department of General Jurisprudence and Public Law (2008-2019). In 2017, she was a Visiting Associate Professor at Stanford University, USA, teaching a course “Constitutional Cultures in Transition: Constitutional Values and Identities in Post-Soviet Space”.

She also taught at Brusov State University where she coordinated the Jean Monnet Module “Laboratory of Approximation of the Armenian Legislation with the EU Acquis / Legal Approximation Laboratory” (2019-2022).

Dr. Khvorostiankina’s research interests include Europeanisation of legal systems of EaP countries, EU-Armenia relations, recent developments in theory and practice of judicial argumentation, and particularities of the Rule of Law in societies in transition.
